Igor is a power-hungry man who wanted the Gamma rays to flow to his veins so he could be the Hulk. He wanted to be the Hulk since it means he is a celebrated hero. He is shown to be quite manipulative, being a friend of Bruce Banner back in the Super Soldier program when they are both lab partners. Igor would do anything to get the power of Gamma, even if it meant hurting others like his old friend, Bruce
